
Taiwan’s government-backed creative content agency TAICCA has struck a significant deal with European production powerhouse Federation Studios, it was announced Tuesday at Series Mania in Lille, France.
The strategic alliance aims to establish a fast track for creative talent, producers, investors and distributors across both regions, potentially opening new avenues for Taiwanese content in Europe and vice versa.
The Taiwan Creative Content Agency, established in 2019 under the Ministry of Culture’s umbrella, serves as a facilitator for Taiwan’s content industries spanning film, television, publishing, pop music, and animation. This partnership marks a notable step in its global strategy.
Federation Studios, founded by Pascal Breton and co-led by Lionel Uzan and Marco Chimenz, represents a new wave of independent European studios focused on creating high-quality original productions for global audiences. The rapidly expanding group encompasses 35 production companies across Paris, Los Angeles, Rome, Madrid, London, Berlin, Cologne and Tel-Aviv, with a slate of 40 series and 31 films set for delivery in 2025.
The partnership is expected to accelerate co-productions between Europe and Asia while strengthening industry networks to establish a Euroasia distribution pipeline. Both organizations will also collaborate on training programs focused on script development and production.
TAICCA chair Homme Tsai, who signed the agreement alongside Federation’s Breton, emphasized that the partnership would optimize the exchange of resources with Europe, while boosting the development potential of cultural and creative industries in the global market.
The signing ceremony was witnessed by CNC’s European and international affairs director Jérémie Kessler and Séries Mania general director Laurence Herszberg.
Breton described the agreement as “a fantastic opportunity for Federation to develop films and series shot and co-produced in Taiwan, and to reinforce our distribution base for our European catalogue in the Asian territories.”
Breton delivered a keynote at TAICCA-backed Taiwan Creative Content Fest last November, where he teased a new show from “The Bureau” creator Eric Rochant that would be partially shot in Taiwan.
Breton said: “The exceptional expertise of Taiwanese professionals in technological innovation, as well as their creativity in the audiovisual industries, will be a major asset and we aim at combining and optimizing them with Federation’s talents and know-how. With this first agreement in Asia, Federation completes its rapidly growing international development in Europe, and which is accelerating in the U.S., Latin America, and Africa.”
Franck Paris, director of the Bureau Français de Taipei, also expressed enthusiasm for this Taiwan-France alliance, noting his anticipation for future collaboration within the emerging Euro-Asia distribution network.
